He utilized a paper shredder for the elimination of unnecessary documents but the process consumed too much time and effort. He solved the problem by contracting with the Wasatch Energy Systems incinerator in Layton, UT, where nearly 8,000 documents were incinerated by the facility. The facility is a public waste-to-energy plant owned and run by the state's 17 cities and two counties.
